平成 12 年、 松尾病院により、高齢化が進み医者のいないさぎしまにデイサービスセンター・診療所がつくられた。

三菱重工労働組合サギセミナーセンター
昭和61年、三菱重工業(株)労働組合の研修センターとして建設された。
瀬戸内病院・シルバーセンター
昭和 62 年、当時、県議会議員であつた田中信一氏の島の福祉を展望する遠大な理想のもとに、広島の正田守病院長にはかり向田浜田新開に広大なシルバーセンターを誘致した。
シルバーセンターは、病院としても運営されましたが、 病院長が亡くなり、平成15年からは、シルバーセンター・病院とも経営されていない。

現在(平成)のさぎしま
塔ノ峰 千本桜の丘
塔ノ峰頂上には、三本松と云われる松が生え、向田が一望でき 景色のよい憩いの山でしたが、昭和60年頃、松くい虫により松は 枯れ、また、斜面に広がっていたミカン畑も生産者の高齢化などで荒れてきました。
地域のシンボルであった塔ノ峰を取り戻そうと、平成3年、当時、三原市議会議員であった山下佳伸氏の音頭で区長を中心に地 域の人全員の協力と谷本建設(谷本泉氏)の重機を使っての奉仕により整地がなされ、桜の植樹活動が始まりました。毎年二百数十本の植樹を行い、現在12ヘクタールの斜面に千数百本の桜が大きく成長 しています。
桜の花の咲く、4月、地域をあげて「桜まつり」が行われ、親睦を深めコミュニケーションの醸成を図る憩いの場となっています。
現在、塔ノ峰は、桜の咲き誇る美しい丘として「千本桜の丘」と 云われています。この千本桜の丘は、地域や島内だけでなく、島外 からも多くの人が桜を愛で訪れるようになりました。
平成9年、向田区は、この地域活性化の活動により、青森県で 行われた全国育樹活動コンクールにおいて、林野庁長官表彰を受けました。

さぎしまみなとの丘公園
平成10年、過疎化が進むなか活性化を求めて、佐木港に面した小高い丘に、「みなとの丘公園」 がつくられた。 桜の植樹はみなとの丘公園だけでなく、 その付近の塩田跡の堤防にも植樹され、 桜の花の楽しめる散歩道にもなっている。
佐木大野浦自然海浜公園
昭和 55年、いつまでも海水浴などに利用できる海浜としておくため、 自然海浜保全条例に基づいて、佐木大野浦自然海浜保全地区に指定された。
平成 15 年、海浜公園 (海水浴場)として整備された。

トライアスロン大会
交流をまちの活性化に 小さな島の大きなレース
平成2年、過疎化と高齢化の進むさぎしまにとって、トライアスロン大会は島の宣伝と活性化にはうってつけのイベントとして始まりました。
島の人たちの熱い思いと願いによってとりくまれているこの大会は、年々盛況を極め、全国各地より 多くの方が参加され、島の人たちとの親密な交流が なされています。
内容は
水泳 1.5 km
自転車 42km島 4周
マラソン 10km島1周
この三種目をひとりで行います。
本年(平成23年)は、第22回大会が行われました。

三原農業協同組合鷺浦出張所
平成 20 年、機構改革により鷺浦の三支店は、 佐木支店のみとなり、名称も、三原農業協同組合鷺浦出張所となった。 須ノ上支店は、 JA三原鷺浦営農生活センターとなり、 向田支店は、 廃止された。

平成 20 年、JA三原向田支店は機構改革により閉鎖され、 購買車による販売所、キャッシュコーナー、 集荷場の活用のみとなった。

写真撮影者 西原通夫氏について
西原通夫氏は、鷺浦村の村長 西原隆三氏の長男として誕生。扇浜塩田の造営でも知られ ている庄屋 西原庄蔵家の分家で、初代も戸長や村長をされ、代々村政に携わられ大きな貢献をされてきた。また、代々、塩田地主として塩田経営に係わられてきた。
氏も、塩田経営者として、塩業組合の役員もされ、地域の人々を多く雇用するなどして地域の繁栄につくされた。
戦後、向田農協が営業不振で倒産寸前に陥ったとき、人望と手腕を請われた氏は、組合長 としてその職につき、農協の建て直しに無報酬で当たられた。責任感が強く発想にたけ、根気 強くやり遂げる性格は、多くの困難をものともせず、新規事業を多く為し、活発な経営方針の下に事業を成功させ、地域の人々の期待に応えられ、見事な立ち直りに感謝された。
昭和 37 年頃 向田農協にて
氏は、趣味も広く読書、謡曲、ヴァイオリン、絵画 旅行をはじめサボテンの栽培でも人々から驚嘆さ れる程の素晴しいサボテンを育てられたり、本誌 にも見られるような地域の写真も多く撮影され 地域の繁栄を願われた。
昭和46年、逝去された。

本誌は、西原通夫氏の写真と多くの方々が蒐集された写真、323 葉をもって構成いたしました。
提供頂きました皆様に厚くお礼申し上げます。
貴重な写真を沢山提供頂きましたが、当時の生活に対する私の認識不足や資料蒐集の甘さから、当初の思いが描ききれなく、折角 の貴重な写真が生かし切れなかったことを反省しております。
しかし、いずれにしても、本誌の写真や内容は当時を知る方々には、心に残る経験や風景であったと思いますし、年と共に薄れつつ あった風景や思いが、本誌により幾等か想い起こされたのではないでしょうか。
また、当時を知らない方にも、本誌により、何らかの思いを持たれ、先人に対する思いや地域に対する発見があったのではないでしょうか。
私たちの生活は、駅伝の如く先人が次々に渡す「たすき」を受け継ぎ、それを享受し、先人の築いた文化を基にさらに発展させ、現在 があるのだと思います。
先人が辛苦して築いた足跡は、「さぎしま」の貴重な財産であり、私たちの心に留め置かなくてはならないものであると云えます。 本誌の写真以外に、手元にお持ちの写真や資料がお有りの方は、本誌と合わせてご覧頂き、先人が歩んだ足跡に想いを抱き、それが 私たちの生活の拠り所として位置づき、「さぎしまの活性化」に繋がることを願っています。

尾道教育事務所では、四市三郡の文化財保護に関った。

鷺浦町コミュニティ学級の冊子「さぎしま」を編集。

木原小学校では、前任者の後を継ぎ、地域の協力を頂き、市無形民俗 文化財「木原町太鼓踊り」を教育に位置づけ、保存・継承活動に努めた。

三原市生涯学習相談員として、佐木島開発総合センターに勤務。 開発センターだより「双鷺洲」を発行
心の拠り所は、地域に「ほこり」をもち、地域に「愛着」がもてる様になる ことであると捉え、「双鷺洲」の二面に郷土の歴史を載せることに努めた。

「さぎしま郷土史研究会」を発足させ、講座を開催。

三原市サンシープラザで「佐木島・小佐木島は美しい自然と古跡豊かな ロマンの里」をキャッチフレーズに写真展を開いた。

In 2000, Matsuo Hospital established a day service center and clinic in Sagishima, where the population is aging and there are no doctors.

Built in 1986 as a training center for the labor union of Mitsubishi Heavy Industries, Ltd.
Setouchi Hospital and Silver Center
In 1987, Mr. Shinichi Tanaka, then a member of the prefectural assembly, based on his far-reaching ideals for the welfare of the island, invited Mr. Mamoru Shoda, director of the hospital in Hiroshima, to invite a vast Silver Center to Mukaida Hamada Shinkai.
The Silver Center was also operated as a hospital, but after the death of the hospital director, neither the Silver Center nor the hospital has been operated since 2003.

Sagishima in the present (Heisei era)
Tonomine Hill of Thousand Cherry Trees
The pine trees called "Sanbonmatsu" (three pine trees) grow on the top of Tounomine, and the view of Muko-da (rice paddies) was once a relaxing mountain with a beautiful panoramic view.
In 1991, Yoshinobu Yamashita, then a member of the Mihara City Council, spearheaded the effort to restore the symbol of the community, Tounomine, and the land was cleared with the cooperation of all local residents led by the district mayor and the heavy machinery of Tanimoto Construction (Izumi Tanimoto), and cherry tree planting activities began. Every year, more than 200 trees are planted, and now more than 1,000 cherry trees are growing on a 12-hectare slope.
In April, when the cherry blossoms are in full bloom, a community-wide "Cherry Blossom Festival" is held, providing a place of recreation and relaxation that deepens friendship and fosters communication.
Today, Tonomine is known as "Senbonzakura-no-oka" (Hill of a Thousand Cherry Blossoms), a beautiful hill where cherry trees are in full bloom. Many people not only from the local community and the island, but also from outside the island visit the hill to enjoy the cherry blossoms.
In 1997, Mukaida received the Director-General of the Forestry Agency's commendation in the national tree-planting contest held in Aomori Prefecture for its activities to revitalize the local community.

Sagishima Minato Hill Park
In 1998, seeking to revitalize the area in the midst of depopulation, "Minato no Oka Park" was created on a small hill facing Saki Port. Cherry trees were planted not only in Minato no Oka Park, but also on the bank of a former salt field near the park, creating a walking path where visitors can enjoy cherry blossoms.
Saki Onoura Natural Seaside Park
In 1980, the area was designated as the Saki Onoura Natural Seashore Preservation Area based on the Natural Seashore Preservation Ordinance, in order to keep the beach open for swimming and other activities.
In 2003, it was developed as a seaside park (bathing beach).

Triathlon
A big race on a small island to revitalize the town through exchange
The triathlon began in 1990 as the perfect event to promote and revitalize Sagishima, an island with a depopulating and aging population.
The event, which has been held every year thanks to the passion and wishes of the islanders, has been a great success, attracting many participants from all over Japan and providing a chance for close interaction with the islanders.
The program includes
Swimming 1.5 km
Bicycle 42 km around the island
Marathon 10 km around the island
Participants compete in these three events alone.
This year (2011), the 22nd event was held.

In 2008, due to the reorganization, the three branches in Saginoura became only the Saki Branch, which was renamed the Saginoura Sub-Branch of Mihara Agricultural Cooperative Association. The Sunoue branch became JA Mihara Saginoura Agricultural Life Center, and the Mukoda branch was closed.

In 2008, JA Mihara Mukoda Branch was closed due to reorganization, and it was used only as a sales office, cash corner, and collection area by purchasing vehicles.

About the Photographer, Michio Nishihara
Michio Nishihara was born as the eldest son of Ryuzo Nishihara, the mayor of Saginoura Village. He is a descendant of the Shozo Nishihara family, a village headman known for the construction of the Ogihama Salt Field, and the first generation also served as head of a household and village mayor, contributing greatly to the village government. He has also been involved in salt field management as a salt field landowner for generations.
As a salt farm manager, he also served as an officer of the salt industry association and employed many local people, contributing to the prosperity of the region.
After the war, when the Mukoda Agricultural Cooperative was on the verge of bankruptcy due to poor business performance, he was appointed as the head of the cooperative and worked without compensation to rebuild the cooperative, because of his popularity and ability. His strong sense of responsibility and ideas, as well as his perseverance and determination to accomplish his tasks, enabled him to successfully carry out many new projects under an active management policy, meeting the expectations of the local people and earning the gratitude of the community for his excellent recovery.

He also took many photographs of the community, as seen in this magazine, and wished for the prosperity of the community.
He passed away in 1971.

Afterword
This magazine is composed of 323 photos taken by Michio Nishihara and photos collected by many people.
I would like to express my deepest gratitude to all of you who contributed to this project.
Although many valuable photos were provided, I regret that my lack of understanding of life in those days and my poor collection of materials prevented me from fully depicting my initial thoughts and making full use of the precious photos.
However, in any case, I believe that the photographs and contents of this magazine will be a memorable experience and scenery for those who knew those days, and I am sure that this magazine has brought back to mind some of the scenery and thoughts that have faded over the years.
This magazine may have also helped those who did not know about those days to have some feelings and discoveries about their predecessors and the local community.
I believe that our lives are like a relay race, in which we inherit and enjoy the "sasuke" that our predecessors pass on to us one after another, and further develop our culture based on what our predecessors have built.
The footprints that our predecessors painstakingly created are a precious asset of Sagishima, and must be kept in our hearts and minds. If you have other photos or other materials on hand, please take a look at them as well as this magazine, and remember the footsteps of our predecessors, and let them become the foundation of our lives, which will hopefully lead to the "revitalization of Sagishima.

My Involvement in Local Culture

In 1975
Organized the "Local History Museum" (room) as a project to commemorate the 100th anniversary of Mukoda Elementary School. Worked for the Mihara City Board of Education as a social education supervisor dispatched by the prefectural Board of Education.

In the community class, with the theme of building a town with a warm heart, learned about the history of Hachiman-cho and participated in the prefectural intangible folklore cultural asset, the "Hana-no-Odori (Flower Dance) of Osho Hachiman Shrine". Ume (Japanese apricot) tree-planting activities were carried out to revive the ume (plum) grove area in Nishino-cho.

Edited the booklet "Sagishima" for the Saginoura Town Community Class.
1991-7
At Kihara Elementary School, succeeding his predecessor, he worked to preserve and pass on the "Kihara-cho Taiko Odori", an intangible folk cultural property of the city, with the cooperation of the local community.
From 1996 to 2000
Worked at the Sakishima Development Center as a lifelong learning consultant for Mihara City. Published the Development Center newsletter "Sousagiju".
Believing that the foundation of one's heart is to have a "dust" in the community and to become "attached" to the community, I tried to put the local history on the second page of "Sousagishima".
From 2003 to 2010
The "Sagishima Local History Study Group" was established, and lectures were held.
2008
Held a photo exhibition with the catchphrase "Sagishima and Kosagishima are romantic villages with beautiful nature and rich historical sites" at the Sancy Plaza in Mihara City.

Published the booklet "Sagishima Walks.
